完善 .gitignore：忽略 backend storage 运行时文件

限流缓存、日志、用户文件、微信证书缓存等目录仅保留 .gitkeep；从版本库移除已误提交的 rate/*.json。 Co-authored-by: Cursor <cursoragent@cursor.com>
